step 2 would be as we produce more we make the market more competitive based on our price since America just not needing as much from the international market. we were able to be a net exporter 2 years ago we could do it again.

True, all the oil in the ground in the world doesn't help without the refinery throughput to make enough petro-chems fast enough to meet demand.

And a new refinery is a 10+ year project. They can ship to other refineries in Europe, but again, same issue; only a limited number of refineries in Europe to process that crude.

not all oil is the same either. different refineries process different oils differently. so there is no guarantee that a refinery not being used now wouldn't need to be modified to process oil from somewhere else.
