This is something that should remain in our hands. It's critical infrastructure, we have lots of money, and one of the most powerful tools we technically have when it comes to rulership.
It helps us fight corruption, ferret out spies, and more.
Given that HPG control has been critical in finding and actually dealing with a couple instances of things like that?
Having a private HPG network is just going to make it harder to catch and find BBEG.
Given that we can maintain a non-evil head of state, it'll probably never be misused. Granted if this was IRL, I'd definitely want a couple of non-governmental options.

Your Foreign Minister has a much better excuse to be absent, as she is present at a diplomatic summit in the Bourbon capital soothing some ruffled feathers among the nobles there who are still upset that you’ve encircled them. She sends you a memo requesting funding for sports camps as well as a German oktoberfest styled cultural festival.
By tradition… oh please dear God save us all… the most boring man in the universe takes the podium and proceeds to open up the most boring Powerpoint in the history of boring Powerpoints, evidently made ten times more boring as he attempts to justify funding a project you rejected last year for being too expensive with extensive cost-benefit-time studies all rendered in the most amazingly boring monotone ever without any evidence of any pauses, inflections, pitch changes, or any sign that there is a human being at the podium and not some computer just soullessly reciting Words.
The presentation lasts for over three hours, and in the end all you can really say is that you at least know what two projects he wants you to pursue, namely Genetic Engineering and Improved Automation.
Sine Day is present, although she has no new projects for you to consider, she at least is suffering alongside you through the boring.
