Yeah, if Democrats break even in the Senate they are basically conceding control in the next cycle. They have to gain, or they almost certainly lose control after 2024.

I don't think anyone on team Biden is smart or competent enough to have some grand plan. What I see is incompetent flailing from the entire administration, being covered for as much as possible by the media and FBI.
Of course it's wise to never underestimate your enemy. So I keep fbe possibility open that there is a grand plan. But I HIGHLY doubt it.
