It is not what people decide but what institutions have in their regulations. Or whatever the journalist wishes to spin - I've seen the media call twenty-something hoodlums "children". Hence my query about HHS's cut off age.
The children mentioned in the tweet just as well can be 12-14 year old innocents, or 16-17 year old (maybe even older) thugs and criminals.
