For one thing, there's at least 4 pirate points in the system that are easy to hit, and at least 2-4 more that should be easy enough to calculate with a base in the system, so there'd be a lot of places to patrol. And with only ~1Bkm to the actual jump horizon in the system, they could just come in nearly anywhere and be where they need to be pretty quick. And more people equals a larger economy and thus more taxes and military industry which in turn will enable us to build up our forces in order to take the fight to the Dracs both in our system and beyond more quickly than previously possibleTo be fair, as I understand it our people aren't currently starving per se; this is the government stepping in and providing incentives for the production of more nutritious staple foods versus premium luxury foods, which will significantly increase the population level that we can support (from a population limit of 10 to 12).
Note that our current population is ~550 million people. So we're approaching twice the population of the United States, but since we are spread across an entire Earth sized planet, this is a ridiculously low population density.
