Nope, this refit started several years ago, because 73 mm 2A28 gun is shit.

So it was said, but never actually seen like the BMP-1M program. And the 2A28 is actually a good gun in the hands of a good operator if dated. And we'll see it for some time yet as a heavy weapon support in Company Bronegruppas for all the problems 30mm can't solve and the Konkurs would be a better spent elsewhere.

So again, most likely they had a bunch of Grom turrets not immediately fixable and just pulled BPPU turrets and slapped them on to meet the numbers they needed and drove on.
