If she's incredibly athletic due to the game's setting and what she's doing, ie Batgirl Barbara Gordon, that's good.
If Babs is thicc but athletic, alright, still down. There's a bit of a line here since the level of activity is high, so she can't be too thicc or she's legit too fat for the activity.
If Babs is fat, it's a no go.
Fat characters are joke characters, almost universally.
In the Dove commercial the character is pretty borderline, but acceptable. And then we see the real one and *urp.*
Ofc, 'those bodies are unrealistic!!!!' And the reply to that is to pull up any team photo of just about any college woman's sports team, where there are dozens of young women with small waists, big tits, and round ass. Hell, the Netherlands field hockey team a few Olympics back actually apologized because every single one of their players was an 8+ (and was white).
Eh I don't know man, Kingpin, Bluto, Bowser, Mario, King dedede, Poe from Kung Fu Panda The Heavy, Thor from god of war, even if they may have started out as jokes none of them ended up being so. I mean that's not including every powerlifter and a good chunck of wrestlers pre 90s.

I did also use the word 'almost' when it came to being a joke character. Most of the time a character being fat is as a joke or made into one.
Po, for instance, his being fat/chubby is 100% a joke for the entire Kung Fu Panda 1. And if you tell me that never came up again or his general gluttony (which is deeply tied into being fat or chubby) didn't get made fun of in the other media, at least once per piece of media which directly involves Po, I will not believe you.
There is absolutely a line between 'fat' and 'bulky'/'built,' I had already said as much.
Kingpin, for instance, is bulky. He's a big boy, for sure, but he isn't two chins deep. Just one. In fact, almost everyone you listed as examples is that. Bulky. Brawny. Barrel chested. They aren't fat. To pluck one of my own out of the aether Wreck-it Ralph is a big boy, maybe even a bit of a chonkster, but he isn't fat.
90s wrestlers also looked built, most of the time, with big veiny or just big strong looking arms and legs to go with their keg of a torso.
Bowser has a hard shell, and as a demon turtle thing, has a completely different biology.
The faux-woman in the Dove commercial is a bit chunky and doesn't really fit the level of athleticism implied by what very little we see of the 'game' she's part of. But she's still head and shoulders more in shape and 'bulky' when compared to her fat RL counterpart.
And fat percentage only means so much. There are sticks out there with 3% body fat and they couldn't lift a bag of ice. Athletics are complicated, but they do tend to produce consistent shape changes. So there's definitely a 'healthy and athletic' look, and even you go strength heavy, there's a very distinctive 'bulk' to the athletic look. I know that 400 pound triathalon athletes exist, but those are exceptions that help prove the general rule.
My honest guess? Late this decade, early next. Like how the 60-80s went in terms of that social upheval.
