All I have to do to defeat this plot is fold the ballot so the top third is covered by the bottom third. That's not even using new folds, just instead of the top third over the bottom third. There are 27 candidates to choose from on the one side (more on the opposite), the outside of the middle third has like 14 of these nobodies visible folded either way. I highly doubt Michael Loebs or Adam Papagan was able to influence how this ballot was formatted, and their names are basically in the prime space on that side and third.
That's... actually not the argument you might think it is. If the options that can wind up visible in the hole are two nobodies and one person who should get a plurality, then you can safely count it as a vote for the person with the plurality and not worry about the nobodies getting a tiny fraction of those pre-vetted votes.

My argument is that a series of random happenings does not make a plot. I have to fold the ballot a certain way, place it in the envelope a certain way, and it has to be sitting at the upper corner for this to be an issue at all. So yes, it is an issue, but it is also hardly a good or well conceived (or executed) plan and is likely a standard envelope meeting a ballot that could have been designed a little better. I don't like Newsome, I don't think much of the people who govern us, and really this is just another day in how people don't take care in executing their duties rather than some nefarious plot to ensure Gavin stays put. They also wouldn't need to book every single opportunity for me to see an ad online to tell me to vote no and could save a few bucks.

And shout out to a back of the ballot candidate: Chancey "Slim" Killens, Republican, Retired Correctional Officer. Hell of a name. Of the 19 on the back, that's a great name. 27 on the front (now counting Newsom) makes for 46 choices to vote for, many with no party affiliation. That part I found kinda neat, even if they aren't likely to win, 7 on the front and 3 on the back with no stated affiliation, two Green and one Libertarian (who might just get my vote tbh).

Fucking hell.

Newsome litterally pissed off hoards of people in a very personal way the smart thing to do is take the L and leave the state. Be the scapegoat for the fuckery and everything will blow over in a couple years when things recover.

Fighting like mad to hold onto power at all costs just ends with a busienss owner who lost everything during the lock down killing him in cold blood. He should just do the smart thing and leave while he still can.

@Robovski Why is there even a hole in the envelope?
So, had some time to look into it and there are two given reasons for the holes. The holes on either side of the signature line are to help the blind and visually impaired sign their ballot. One hole goes through so that when a ballot is processed it is clear that there is no ballot in the envelope.

Note that Oregon mail-in ballots include a seperate privacy sleeve for exactly this reason.

Edit: To be fair, the sleeve actually annoyed me as pointless because I never happened to fold the ballot in a way to expose anything. The idea that this is part of a sinister conspiracy simply doesn't add up.

He's one of the few candidates with any promotion that I've seen, and it's in a DNC commercial to vote NO where they say he's going to do that. Really not super smart I think, there are a load of candidates on the ballot and naming one gives him some recognition while at the same time free advertising to people who both want Newsom gone and want the mandate over. They also showed his picture, so people will get to know that he's black. It's like that editorial in the LA Times calling him the "black face of white nationalism" really didn't do much to stop people who were going to vote NO or ever pick a Republican but did promote one of the MANY people running and they seem to think that calling a black man a white racist was going to get much mileage. Newsom might not get kicked, but if he does, odds are now on Larry Elder IMO.

Why do we assume that they won't just throw those out as 'not properly filled in' or the like?

This. The thing is that election fraud isn't about getting 100% of the vote, it's about subtly tipping the scales so you get 51% of key swing districts. You don't have to change every vote, just make sure your guy has a minor edge. He's already likely getting a plurality so a slight tilt makes it a majority.

California has received tens of billions of dollars in federal COVID-19 relief, something its auditor says was mismanaged by state agencies and created “substantial risk” to residents.

State Auditor Elaine Howle has released her annual State High-Risk Audit Program report, which maintains a list of potential liabilities in respect to certain departments in California’s state government.

Howle's office warned last August of the potential mishandling of federal COVID-19 relief funds. A year later, she said it’s still an issue and some aspects have become more severe.

“Mismanagement of federal COVID‑19 funds by various state agencies has created a substantial risk to the State and its residents,” she said.

She listed the Department of Finance (Finance), the Employment Development Department (EDD) and the California Department of Public Health (Public Health) as sources of mismanagement.

One aspect of misuse, she said, came in the form of an imbalance in relief funds between more populous counties and predominantly rural counties with fewer people. This, she said, stemmed from issues at the Department of Finance.

“In January 2021, we reported ... that Finance’s allocation of funds from the federal Coronavirus Relief Fund (CRF) had resulted in smaller counties receiving significantly less funding per person than larger counties,” said the report, which was released Thursday. “Because our review of COVID‑19 case data for all counties showed that the needs of many smaller counties were at least the same, if not greater, than the needs of larger counties, Finance’s inequitable allocation of CRF funds increased the risk that smaller counties’ COVID‑19-related funding needs were unmet.”

The state’s Employment Development Department was responsible for distributing a larger sum of unemployment checks than any other state had in modern history. In the rush to get people funds, the department paid billions of dollars in claims that since have been found to have been fraudulent, Howle said.

“Specifically, EDD waited about four months to automate a key antifraud measure, took incomplete action against claims filed from suspicious addresses, and removed a key safeguard against improper payments without fully understanding the significance of the safeguard,’ the report said.

Unemployed Californians experienced delays and confusion with state distribution of unemployment funds. The U.S. Department of Labor estimated in March that one-tenth, roughly $63 billion, of all pandemic-related unemployment payouts, had gone out improperly.
