To be honest, if these plants fall into West Taiwanese hands, then the country itself would already be lost far before this point. At that point, it'd be denying the enemy a strategic resource.

So not an official US plan but a credible threat to be part of a series of other measures to deter Chinese aggression against Taiwan.

I'm pretty sure TSMC is contractually obligated to not let IPR fall into other hands, like the Chinese, anyways. They don't own most of the designs they produce, those mostly come from the US and Japan, IIRC.
