Man, I completely disagree with this take on things. The Empire was shit, and it was designed to be shit. Remember: the same story that introduces those Force Storms also explicitly tells us that Palpy's goal is to maximise suffering and ultimately consume all life in the galaxy. The stupid meme that authoritarianism is efficient simply isn't true, and Palpatine was much worse than regular authoritarianism.Had the Empire faced the Yuuzhan Vong, it would have been very overwhelming victory for the Empire.
1. The Empire had Thrawn, who would be entrusted by Palpatine himself to lead the effort against the Vong. Thrawn had already encountered the Vong whilst still part of the Chiss Ascendency and they captured some Vong biotech in a skirmish in 27 BBY with a Vong scout fleet.
2. Thrawn would bring about an alliance between the Empire and the Chiss, which would further aid their position as the Chiss were aware of the "holes" in the galactic border that the Vong could infiltrate.
3. The Empire had a massive inventory of neutron bombs. A bomb specifically designed to kill living things. Plus, the Vong had spent millennia in the intergalactic Void, a place where there was no sun or any sort of radiation. They would be extremely vulnerable to any sort of radiation weapon, especially neutron bombs.
The Empire would pin down the "holes" in the galactic border and await the Vong. Any attempt by the Vong to send infiltrators would fail. The Vong would then revert to their basic strategy: full frontal assault. Imperial forces would respond with thousands of missiles, all tipped with powerful neutron bombs. It would be a massacre. And if that isn't enough, Palps himself would be there himself and destroy the remaining Vong with a Force Storm that transported them to the nearest sun.

Two years ago, almost to the day, I wrote a pretty lengthy article in which I outlined how and why the Empire would probably be crushingly defeated by the Vong. (Spoilers: Thrawn in charge wouldn't do much good, either. His record is far less impressive than his fanboys think it is.)

In short: the best thing Thrawn could have done for prepare for the Vong invasion was join the New Republic.
To him, that was unthinkable, and that's precisely why he wasn't so great as he believed himself to be. His own ego and his own love of authoritarianism got in the way of anything resembling good judgement
