It only depending on the security of the armories it's a moot point. A lot of them have security to stop one soldier going postal, not a entire squad.
National guard depots can also be confidently written off as lost. Even if loyal most of them could be overwhelmed by civilians in open revolt, and if not loyal then it can be cleaned off in moments as everyone grabs what they can carry.
Good point with the navy. A lot of ships could be complelty disabled and written off if even a fraction of the crew goes on mutiny.
There is also the infrastructure in general. It takes only a few molotovs to completly shut down places like NYC and LA from the electrical grid. Normally they could be brought back up in hours but if there is a insurrection and the repair crews are getting shot at... Most of these places are only 72 hours away from complete breakdown.
