To be fair this isn't even the writers alone.

Sure they are to blame some, but a lot of Hollywood writers do very little writing. Not out of lazyness or such but because studios don't even want them to write. They just want them to churn out scripts that match what they want.

The whole reason writers still exist in Hollywood is out of inertia from back in the day. Nowadays most movies are written by comitee and the writers are just putting touches. It is rare to actually have a writer or a team of writers with any sort of creative freedom anymore.
