To comment on this: the original version of that saying is from the Bible, specifically the teaching of the Apostle Paul. In context, it's in the sense of "he who refuses to work, let him not eat". Provision by the church community to members who are in need should be for those who actually need it, not for lazy people who would rather live off others than find work.
Under Communism, it become a lot harsher. People who were unable to work - due to sickness or injury - would be denied food. In a collectivist context where if they did not feed you, there was no other source of food, so you would starve.
