If anything it's a pretty hamfisted word-association game. Place nice sounding words around negative ideas in the hope that it will lessen the impact.
If anything, we've seen so far that people currently tend to take the latest term that is associated with a thing and run with it. So Antifa (lit Anti-Fascist) ends up meaning something very close to fascist because our meme culture has trained us to catch on and re-define slang at a lightning pace. If this is as real as I seem to think, then by the end of the riots terms like "peaceful" and "protestor" will have assumed radically different meanings.
The strategy is that all rioters are peaceful protesters until caught on camera
