Haiti was fucked up by the French/Spanish, the Clinton's, hurricanes, and by geology/plate tectonics.

We can only really fix one of those, and frankly shady people using Haiti for shady shit is too profitable to too many people for the people in power to care enough to change the situation.

I mean short of a full on and lasting US occupation under a DC that wasn't corrupt, and a non-corrupt, non-illegit gov in Haiti that is given lasting support, nothing in that nation will change for the better on the large scale.

Should that necessarily be a problem for the US if the number of Chinese troops/sailors in places such as Haiti will be very limited? I mean, the Soviet Union had something like 10,000 troops in Cuba until its collapse, and the US survived just fine once Soviet nukes were removed from Cuba.

I think that the Monroe Doctrine should be reinterpreted in light of the best interests of the peoples of Latin America and the Caribbean. As in, do they benefit from having Chinese military bases there? Or at least some kind of Chinese neo-colonial regime? So long as the US itself is no more threatened than it was from Cuba after 1962, that is.

I don't think Haiti can be unfucked, no matter how much time you spend on it. Let it burn down to cinders, and limit your exposure to the consequences.
 
The only real solution to that is a lot of war crimes.

Go in, occupy the country, kill anyone that can be tied to a gang, anyone that can be tied to a rape. And, of course, any politician that can be tied to a gang.

Of course, liberals would be dead set against this, because they care more about protecting thugs than rape victims.

The reality is that Haiti is pretty much a failed state, and that every day drastic measures aren't taken more people die for no reason.
 
Only viable thing I can think of that doesn't involve vast amounts of direct murder is indirect murder by supporting one of the less vile gangs to become a Junta and then somehow get towards an actual government of some kind. And that's not going to be a good look for the US either. China or Russia could do it, but then if the US officially noticed then we have that whole Monroe Doctrine issue. Not like a popular rebellion is going to happen soon and throw down the syndicates and crime bosses.

It was fucked the moment their ancestors wanted their freedom fertilised with the blood of white french people and mulattos though I can't blame them for the emotional response to extract their blood price. It didn't help them one bit when French naval ships forced them to pay reparations and the founders switch classes in a society similar to their former masters to pay for it even as they themselves met a similar end.

Following that was their union with the Dominican Republic. That didn't go well when they wanted to impose their ways on the Dominicans and eventually were evicted all leading to the way they are now.

They are literally fucked. The generations of mistakes by their ancestors have led them to this.
