It seems likely that either the security is extremely cowardly or was in on it.

Per the national review, people have been pretty passed at him for a while, the government hasn't been properly functional for a while and he was maybe creeping toward no longer being merely the President and instead being the President For Life.

At this point I think the Dominican Republic straight up annexing/conquering Haiti is the only way to unfuck it.

Like, Haiti is damn near the definition of a failed state, and it's own gov is too corrupt to be trusted with the care of its people.
