Much like Youtube, there are WAAAAAY too many new video's uploaded for them to be sure they've caught everything, on top of people just lying.

Not only that, but they can only realistically verify non-amateur porn stuff. That at least has a provenance and chain of evidence you can follow to make sure performers are adults.
