Eh, they are 'close enough for government work'; those who control the nukes/planes/large arms and the intel agencies controls the nation and whatever power that nation has.
You come at this from a too philosophical and less practical point of view; power is force and the ability to use it, nothing more or less.
In order to use power, you have to have information - unless your goal is to just destroy everything.
What use are the nukes and all weapons in the world
if you don't even know what the threat is?
Without knowledge, power is useless. Without power, knowledge is helpless.
You need both.
Western Roman Empire had quite enough force even in its last days. Roman Army literally survived the Empire it served. Yet the Empire fell anyway. Byzantine Empire lost Anatolia not because of the military defeat at Manzikert, but because of political instability - 7th - 8th century Empire had in fact shrugged off far worse defeats than that.
All Bush did was expand the power of the Executive branch, which means he expanded the power for whichever party happens to hold the white house.

But make no mistake. Even if the deep state hates the Communists (a supposition that I am not certain is true, if it ever was - remember, we are talking about people who are
literally responsible for Communist takeover of China) that doesn't make it not leftist.
After all, people who killed the most leftists were
leftists themselves. Between the Fascists, Nazis and Communists themselves, leftists had managed to kill order of magnitude more leftists than all right-wing regimes ever.
