What it would take is a dramatic cut of regulatory red tape in infrastructure matters, including green pet peeves, and giving some teeth to regulations regarding stuff like messing around with hazmat or passenger safety, or being unreliable in contracts regarding performance.

At least it would make things simpler, that's a start. Excessive red tape is doing terrible damage to all areas of western economies, it's one of major reasons why they aren't like the "Asian tigers". Use the ACE guys to figure out what regs are necessary for safety and steady, reliable commerce, and what is bureaucratic bloat.
