I've seen some Americans arrogantly do the same thing about Americans laws and customs in other countries, so it isn't surprising that the more arrogant Chinese would do the same sort of thing.

They say themselves that the CCP gamed the system and that X changed it after it was brought to their attention. You also do realize that there is only a fraction of the staff working there now, right? And that the pre-Elon Musk Twitter would have probably have literally worked with the CCP to just delete that tweet and ban the user who posed it, right?

If all he cared about was money, he would have never put himself in a position where he had to buy Twitter in the first place. This is not to say that I think he is my friend, I just think Musk's ego is more important to him than money; which is a motivator too many discount when it comes to explaining why businessmen do the things they do.
Do I need to also point out he is on CCP State TV spouting the CCP Talking points on Taiwan and that the Wegers weren't getting Genocided. And this is not the first time he has censored criticism of the CCP. As stated in the video and other videos. Elon has allowed blatant censoring of various groups and not taking any actions when it was pointed out to him. He only took action this time because the outcry was so big he could not ignore it. Like I said earlier he is no saint and not a moral man.
If he gets us to Mars and makes life multi-planetary in his life time, Musk doesn't need to be a saint or moral exemplar to be a great man and major historical figure.
Twitter/X was hardly hostile to the CCP before Musk bought it, and I still have not seen the sort of censorship people keep claiming is happening. Musk has actually censored less shit than the old Twitter used to, far less in fact, and only put in enough safeguards to keep him and the company from being held liable in US court for things which actually break the laws of the US, not any other nation.
I do however see a lot of people looking for any reason to shit on Musk, whether it's accurate or not, or whether the complaint leaves out important contexts.
Look Elon has several Factories in Mainland China. He is doing everything and I mean everything the CCP tells him to do because if he does not he will lose billions of dollars. He don't care are Free Speech. He cares about money. Always has and always will. And all the things he has said and done. Some of which is video of him literally saying it. Has been covered by ADV China, China Unscripted and many other media channels and groups that report on what is taking place in China. The information is out there check it out yourself.

Musk also very much does care about free speech, otherwise he would not have bought Twitter in the first place when they went after the Babylon Bee.
It's like you have amnesia about what Twitter was like before Musk bought it, or the difficulties he's had removing the old problems in the code and staff.
Musk could have made much, much more money leaving Twitter alone and just going with the flow of what DC and the elite wanted.
