The way I figure they presumably think like Mao and somehow figure that them loosing over half a billion people in a exchange for a few of America's largest cities is something we won't be willing to do. Which is massively stupid of course especially since unlike China we have a practical anti ICBM program in the works albeit one that would need to be scaled up a lot

This is meant for internal consumption to provoke a nationalist backlash to keep the CCP in power, because right now china has so many issues about to hit them all at once its not even funny.
