Yeah, no; the odds that this is an actual "explosive device" is basically nil. More likely, someone just left something in the back seat of their car, and the cops are blowing this way out of proportion; either because they're panicked, or because they're putting on a show for political/budgetary reasons. I remember in the immediate aftermath of 9/11, cops everywhere started treating everything like it could be an "explosive device"; there was numerous videos floating around back then of them remotely blowing up things like children's toys, household appliances, luggage, and anything else they could get their hands on. None of them turned out to be bombs, and I'm expecting the same thing here; maybe I'm wrong, but I seriously doubt it.

I'm so cynical my first thought was "I bet the fbi did this" lol

Seeing reports that the thing outside the library of Congress is seemingly legit, guy in a pick up has a propane tank he plans to blow up outside the building.

There was a video stream from a local station of the situation, but it is no longer live. Warning it is 3+ hours long and the angle doesn't show a whole lot.

Then again, a desperate government doesn't equate to an intelligent government. Biden himself proves this, as do the Democrats and RINOs every single day.

...Ya know, years ago I'd say that this would all be conspiracy theory shit, but after many of these "theories" were proven right or had some grain of truth to them over the years? Yeah, I'm not as skeptical as I should be, nowadays.
