Of course not. Firing them would imply that they are there on merit, and there is a replacement for them that can be expected to be more competent.

That's actually a bad thing, we want incopetant stupid leadership during Russias dying days, a russia with competent leadership at the helm during that period is a lot more dangerous then one that bleeds itself to death and dies that way. This is about ending Russia as a threat once and for all.

Basically what Zachowon said, this is a troop rotation. Also good to get some experience under the belt for the Reserve troops.
If Tim Poole did his research he'd know that if the US was actually serious about war they'd need to send a LOT more than just 3000 troops...that's barely the size of a U.S. Army brigade. But of course that wouldn't play well to his grifting, neither his audience.
