They are not - they built NS1 and NS2,paid soviets for their army,and trained them.

But you don't see the real german problem. After years (decades in fact) of incompetent defense ministers (VDL is just the worst of them), Germany doesn't have enough forces to send to Ukraine.

I have and... they don't have enough forces to invade Croatia if they wanted to.
That does raise the question of the rumors about surprisingly good potential in gas fields in Ukraine and seas around Crimea. That would cause Russia's actions make more sense pragmatically, engaging in international variant of monopolistic practice(we won't have to suffer competition in being the main gas supplier for Germany if we conquer the competition before they make any deals, starting with the areas that contain the actual gas fields) though it also makes Germany look downright incompetent in pursuing own interests (more suppliers to choose from = better deal, yet their "friends" in Russia are using extraordinary means to prevent these better deals from being possible), if not controlled by enemy agents, as they try to pretend they can still be friends despite the attitude demonstrated by Russia in such action.

I believe that, at the very least, the censored picture linked to them has been shown to be more emotive than factual. As in, the OP said something to the effect that the picture is entirely unrelated.
A country can have a very successful arms industry (including exports) while also having a lolworthy armed forces. The two aren't mutually exclusive. Such a thing could be seen as beneficial for some countries even.

It is not money-solvable problem. It is political-will-solvable.
German government doesn't give a crap about the German armed forces, and so while Germany actually has a decent budget on paper (even if it is only 1,3% of the GDP)... most of it goes towards the useless garbage.
