That's assuming Russia takes over the whole country. If even a tiny part of Ukraine remains, it will be rebuilt by the EU to EU standards and most Ukrainians will move there. Russia might only end up taking less than 10 million Ukrainians.

Considering just how deeply most Ukrainians hate Russia right now, I suspect that most of them will prefer to emigrate if Russia will ever manage to conquer all of Ukraine and if any kind of meaningful resistance (whether an insurgency or a Solidarity-style movement) won't be a realistic option. Right now, 80% of Ukrainians prefer EU membership while only 2% of Ukrainians prefer EEU membership:

Russia's Ukraine policy over the last ten years has been a miserable failure, unfortunately. Had Russia limited itself to quickly taking Crimea and the Donbass and left the rest of Ukraine alone, that would have been much better. Had Russia avoided getting involved in Ukraine at all, then this would have been much better for Russo-Ukrainian relations.
