In the London ULEZ, it looks like one guy or a group have disabled hundreds of monitoring cameras. It's still a viable tactic.

They may be able to absorb the 10K, but if there's 100 cameras disabled, that's still 100K. Not only that, but you still gotta go out and fix them. And they will still be vulnerable to future sabotage.
I'm not sure the whole thing about getting teenagers to do things is viable. Not because I don't think it'll work for a time, but that it's sub-optimal when you can use better coordinated adults.
Another aspect is those people who repair and replace the cameras are also vulnerable and will need to be guarded. how much more expensive is it when you have to deploy a squad of guards to reliably protect the repair and maintenance? how much hazard pay do you have to offer to get these guys to do it? we already got a massive labor shortfall. how many can you afford to replace?@JagerIV
