He's also not the one who is governing - he doesn't want to. The only thing he wants to do is to go abroad(ever notice whenever a 'crisis' comes up he finds a way to go to another country? He doesn't want the bother of governing) and let his concubine do the shopping with the presidency's corporate credit card.

Meanwhile Alckmin does the bargaining with the Legislative(for those who wanted Alckmin to sideline Lula -he already did it, and it is by mutual consent) and the scum he put in the Administration(a big part of which was already there) does whatever it wants to.

Also worth noting the separation of powers in Brazil has become complete fiction. The Judiciary has pretty much taken over and is demanding everyone submit to them or else.

They recently removed a Bolsonaro aligned Deputy from the Chamber because of some charges or some shit. Chamber has fired back and while not saying he is innocent they said that tl;dr "WE decide when one of our own is to be removed according go the laws. NOT YOU!" so that is nice.

You might guess from the name that he is Azeri. Usually he is fairly balanced but you could tell in the Armenian-related subjects he had a bone to pick and beef between his home country and Armenia.

Lula's not in Brazil that much apparently. Either he is really too scared of staying in Brazil (likely since he knows half of the country can't stand him at best) or he is fearing a putsch or he wants to re-live the "glory" days of 2003 and on.

It's also the fact he is mostly a propaganda piece. The real power is firmly in the people around Lula just using him as a prop. Alexandre de Moraes rules far more than Lula does.
