For context, from the outside the US some of the shit going on between Abbott and Biden seems like the 'South Rising Again', because the foreign news doesn't mention Biden already has all the powers he needs at the border and the 'deal' isn't needed to handle it.
The deal is about funding sanctuary cities ability to 'process' the illegal Texas and the border area is no longer 'absorbing'. Abbott beginning to bus illegal directly to sanctuary cities was a genius move.
However, because of how the border deal being stupidly tied to the aid to Ukraine and Israel has help up a lot of military aid while Ukraine is dealing with serious ammo and now manpower shortages, Texas is seen also now (because of western media twisting it's foreign outlets) as maybe trying to start a Civil war 2.0 over the border.
Also, a lot of those complaining about Confederate statues coming down also complain about aid to Ukraine, which is where the specific source of this meme is from. Russians are/were slavers too, just like the Confederates, and the world has not forgotten that fact just because some people in the US want to celebrate a 'Confederate Heritage'.
Also, the US did the wrong thing by withdrawing Federal troops too soon and allowing Jim Crow to become a thing, and when this is noted to people who want to celebrate having Confederates in their family, and want to define the South's whole history by celebrating it's worst 5 years and worst social practices, they get riled by it.
Some Ukrainians may also look at the Confederates as their similar to the Donbass 'rebels'.
