I wonder how the ghouls are doing in the NCR, LSR, and BoS territory, since the E-USA had their whole forced resettlement program, I remember specifically that Goodneighbor was used for that when the E-USA arrived in the Commonwealth wasteland, and probably a few other reservation settlements are probably scattered around their territory.

I imagine that in the NCR they are more spread out, facing various levels of discrimination dependent on which part of the country they are. The BoS though... well they tended to look down upon everyone already, and in canon Fallout 4 they only tolerated sentient ghouls, so I can see anywhere from murdering them all to being forced into reservations as well (being like the rest of the peasents serving the BoS chapters, except even lower), maybe if they were lucky to be a pre-war scientist (preferablly related to weapons or fusion/fuel) before ghoulification they might get to become an exception and get to be recruited to work for them and have better living conditions, if albeit at gunpoint.

As for the LSR... I can see anywhere from being completely integrated, integrated with various levels of discrimination (legal or otherwise), forced resettlement, but probably not shot on sight.
 
I think the Enclave is still busy trying to find a cure for Ghoulification, I wouldn’t be surprised if they’re finding a way for them to at least LOOK normal

B: Genetic fix to make sure the regenerative necrosis on exposure to radiation never happens.

The second is very easy - no non-ghoul alive today in E-USA is capable of becoming a ghoul thanks to genetic treatments on them or their parents. The first is much harder.

I am still curious what the other North American polities' policies are on them.

We haven't seen any Ghouls in awhile, not even in Tales of New America


Say, what's Enclave policy on Ghouls who somehow turn out to have been criminals BEFORE the war?
 
Given some of the stuff said about them, the Brotherhood probably treats Ghouls like shit.

They outright refuse to let any Ghoul attempt to join their ranks. They refer to Ghouls as abominations, just the same as Super Mutants. They talk shit about any Ghoul companions you might have in just about every game.

They also seem a little trigger happy.

From Fallout 3 . . .

Winthrop, Ghoul Resident of Underworld: Bastards. They don't seem to be able to tell us apart from the Super Mutants. Or, maybe they just don't care. They see us and shoot on sight.

From Fallout 4 . . .

Clarke, Brotherhood Initiate: I had a friend who was a ghoul, once. As human as you or me. But the Brotherhood... the Brotherhood says ghouls are abominations. They all deserve to die. Would you kill him, too? Just because of who he is?

Danse, if you help the Vault-Tec Rep: That thing shouldn't be living anywhere... it should be put out of its misery.

Interestingly enough, Danse also doesn't like it if you're needlessly cruel to Ghouls. So while it has its fair share of assholes, the official stance of the Brotherhood seems to think of Ghouls as people who are suffering and should be put out of their misery.

Honestly, we probably haven't seen them do a full on extermination because they have other shit to deal with first.

Ferals, Super Mutants, and the Enclave in the Capital Wasteland.

Ferals, Supermutants, and the Institute in the Commonwealth.

But I wouldn't be surprised if they eventually got around to exterminating all the Ghouls in their lands after the immediate dangers were dealt with. Which is part of why I've always argued that even a reformed, Autumnist Enclave would move to exterminate them too. Especially given that Ferality is inevitable. (And enough people hate Ghouls that it wouldn't even hurt their PR. Hell, it'd probably make them MORE popular.)

I'll also go ahead and say that the only Chapter of the Brotherhood that has ever been shown to accept Ghouls was the Midwestern Chapter. But, well, Tactics clashed with canon in multiple ways so I wouldn't take stock in that.

Like, in Tactics you could recruit intelligent Deathclaws even though canonically they're extinct.
 
OMG, I just had the concept for just about the most evil (and somewhat tragic) villain ever to exist in the Fallout universe ...

You know, this reminds me of the extremely insane, drug addicted, multiple personality disorder version of Courier Six from the Fallout RWBY crossover “New World Blues”

When he went off and killed House, he revealed much to House’s astonishment and disgust, that he(Six)HATED the fact that the Wasteland was becoming civilized again and just wanted it all to remain “free” in a wild wild west style where it’s mostly just small settlements and anything goes

House was astonished that ANYBODY would want that sort of hellhole life
 
Let’s face it, the world is barely a wasteland any longer, civilization has been rebuilt

The raiders, bandits, slavers, warlords, mutant monsters and mercenaries aren’t gonna be able to get to do shit to people any longer

It also means that the people who maybe wanderers who don’t exactly fit in society, let’s call them barbarians, but closer to the surprisingly intelligent sort that Robert E. Howard makes, just can’t stand this all

Say, how is MacCready doing? I don’t recall seeing him in Tales From New America, but I presumed that he tried moving elsewhere only to find another rebuilt civilization or the NCR

Or he decided to send his kid to one of the new schools the Enclave was setting up

With that intel, our 'friends' in Mexico City will be able to finally give ‘em what for after all their years of trying.”

“Only a few hundred T-45s. The Mexican Empire has the numbers to overwhelm that and take care of that little problem."

I do like how devious and capable the NCR is at playing the puppetmaster of their 'coalition,' it really exemplifies the biggest difference they have vs the E-USA in developing as a nation in the Enclave being straightforward to a fault.

Though the E-USA looks to sorta keep stuff secret even from its own president, like actively fueling the already paranoid thoughts of the NCR regarding the Enclave

I presume if the NCR spies had given good news on the Enclave, they would have thought said spies to be brainwashed or photos or video evidence to be staged or edited.

There's no evidence any of what the E-USA is doing is unknown to Nate, you gotta remember that the USA of 2077 was a very different place in being much more tolerant of MAD SCIENCE (heck, just look at Vault-Tec)... and that's before his FO4 experience dealing with all the nastiness the Wasteland had to offer.

The thing that would concern Nate is keeping the various black ops projects contained to their purposes in serving the E-USA / humanity rather than the morality of the projects themselves.

Admittedly, yeah I don't think Nate or the rest of the Enclave can do much when it comes to changing the NCR's image of the Enclave's people

So better to terrify and mislead them and make them think an occupation would be met with approval by an "oppressed populace"
