It doesn't matter if a military can win individual battles, if they cannot achieve the political goals set out, or have their goals inconstantly changed.
I know focusing on the battle and ignoring the politics behind it is part of how the US military wants it's people to think in the field, but that falls real flat, real fast, when not dealing with people who are obligated to try to present the military in the best light possible.

The problem is, the military is part of the political establishment, and anyone with a star on their shoulder is more politician than soldier.It is.

We just follow what we are told by them.
The actually battlefield is ruled by the military who do all the actual fighting.
