Yes indeed, though as a note they're not all somber and sad, some are upbeat they're just still simple.

also @LordSunhawk on the subject of kobold music since you were asking about the musics of various cultures before, most Kobold music could best be described as "working tunes", the kind of simple song people sing/play/hum while doing simple manual labor. In particular I was thinking the "national anthem" so to speak of Redeye would be this-
Watching this video I just imagine this guy with a big emerald ball in the middle of his face and that's basically Lravitus.
Is this Collective propaganda?
The Masked Dancer's peeps are basically kender (IE skinnier halflings with no fear cavalier renegade steer clear light a candle light match... wait... sorry for the lyrics digression)
I don’t think it terribly matters if they’re random living Kobolds or Kobold ghosts or anything to most.
They have no afterlife to continue forward to except Lravitus' gut.Well, killing a living thing means its spirit goes to the afterlife, killing a spirit presumably just deletes it out of reality.
I imagine it would be something anyone could do hypothetically.Question, are the gods in general capable of telepathy or mental communication? Or would that be something more exclusive to Vaad?

Sure... but you can also bet the God of Magic pays attention when other gods start using the powers of his domain. Don't want them getting TO into it.Similarly I imagine the gods are no less capable of learning mortal magic/psychics/etc than the mortals are, unless it's something strongly against their portfolio.
I suppose the difference between throwing a fireball because you're magic and throwing a fireball because you're a god is somewhat academic.Sure... but you can also bet the God of Magic pays attention when other gods start using the powers of his domain. Don't want them getting TO into it.
Are there any specifics in place for how something becomes undead in this world? Like does the corpse/bones need to be acquired or manipulated by a Necromancer in some way, or will they just eventually rise of their own accord, like a percentile chance/guarantee that persists worldwide?
I'm working on the funeral processes of the Fowl Folk, and just wanted to make sure I was aware of all the details.
So the Restless just sort of arise, but that still leaves a couple of questions. Like how long does it take until they rise, hours, days, months? Does it wildly vary each death? That will determine how long or elaborate funeral rituals can take or be.Reimu's god and avatar profile explain how the undead work!

Can the Restless only be those corpses that still have flesh, or are skeletons among them? (As a suggestion, it could be interesting if only those corpses with flesh could be made/become undead, as Amenti being a forge goddess they would need mechanical structures still in order to move. Since they are kind of infused with her cast off nature as a byproduct of her destruction, that could be an interesting result, and a unique take on the prevalence of undeath. Even though skeletons are my favorite spooky boys.)
If you chop up a corpse, would you get an undead head or would all of the pieces become an individual undead? How much of the body needs to be disposed of to ensure that you don't get a Restless Dead rising?
Are humans the only things that can become undead, or are all previously living creatures subject? The birds in the Parliament of Fowls are all creatures with souls and minds like humans, so is it the presence of those things that determine what becomes undead, or structure of the body?
I suspect since the corpse disposal is emphasized to ensure undead don't rise that there aren't any ghosts or other incorporeal undead at least, or at the very least the Restless Dead cannot be sprits.
Edit 1: When the Restless Dead first began to rise, did the corpses that had been buried up to that point rise individually at random, in waves, or all at once? Did they even, or was it only creatures that died after Amenti that could become undead?
Disposing of a corpse doesn't guarantee it won't arise as incorporeal Restless Dead. In fact, desecration of a body probably makes a ghost far more likely than normal.
Is this at all affected by the cultural beliefs of the deceased? IE in one nation cremation may be seen as a sign of respect while in others it's seen as horrifically insulting, would cremations make ghosts in country 2 more than in country 1?
