Considering it's with us 24/7, I find it hard to imagine he forgot the internet exists, so I lean more towards the latter. In fact, that seems to be the case with lots of Deep State shenanigans over the years. For one, most people no longer care about Mike Pompeo confessing "We lied, we cheated, we stole" or Wesley Clark saying they'd "take out seven countries in five years", despite both being public statements that, in a just world, could and would be used against them in a court of law.
This will join them in the "saying the quiet part loud" collection, I fear, with the most that comes of it being some half-hearted admissions, perfunctory apologies, and declassified info down the line that only history nerds, politics junkies, and conspiracy-mongers know or care about.

Yeah, but the question is, how many more straws until the camel collapses and dies? I know you and Skall believe we'll have a good six to eight more decades of this until everything comes crashing down, but considering how arrogant and transparently power-hungry our current ruling class is, I have to wonder whether they're actively trying to speed things up and crunch what'd otherwise be a century-long timetable down to just a couple more decades. We won't know the answer until it's too late, I fear, and in any case, the odds of chatroom anons like us disrupting their plans is nil.
I think it's as simple as the Elites looking at their kids. I mean...look at Biden. His kid is a wreck, and the rest of them are close to that, if not as blatanly. I think they want to see their goal happen w/in their lifetime.

To be fair, urbanization and godawful cost of living probably have to do more with the reduction in births overall than the vaccines.
