The issue there is that the pandemic was a out of context problem for everyone.
So do you ignore what the "experts" say is the best way to deal with it? It turns out the correct answer was yes absolutely. But at the time people followed directions because they thought the "experts" were telling the truth, and anyone saying otherwise was getting censored by the intelligence agencies and health organizations or getting their medical license revoked for not agreeing.
In hindsight it was a astonishing failure of almost every level of society. Either by design or because of trust and ignorance.
A terrible disaster but a understandable one.
But it was also a wake up call.
If they try it again they won't even get a fraction of the same level of cooperation from the public.
