Secondary zone is still permanent rank increase....
The zone just means at your earliest and when you have to.
Secondary is when you try above and beyond to get promoted

One of the guys I work woth got promoted to SGT in his secondary zone. One of my NCOs went to the board because he was in his SZ for SSG.
You can get promoted currently wothout BLC or even ALC due to COVID measures for promotion still being in place, BUT, you can meet the secondary zone, go to the board, pass, go to BLC and then boom, once you get points, which SZ points are often higher then PZ, you get the rank of SGT.
Same for SSG.

And btw, rank doesn't always mean much. I know SSGs that have little to no experience and SGTs with more then even SFCs..

I have, many times.

One is called Risk. The last time I played it was with a distant in-law cousin and their Navy colleagues who thought the ever escalating numbers of armies you get for your cards was unfair bullshit. They wanted to play with the 12/territory limit the PS2 version offered.

I noped that and broke out 5th Fleet after they lost, handed them the rulebook, and said I'll play the Soviets in a scenario where the Cold War goes hot while the Soviets are vastly outnumbered.

And then there's Monopoly. Don't get me started about how the rules for that get ignored or handwaved.
