IQ is a really flimsy measure in the first place, stuff like the Flynn Effect (Requiring repeated recalibrations because, apparently, people started suddenly gaining IQ points like crazy and the scale broke) should have put the pin in it a long time ago.
This only gets dramatically multiplied by the fact that there are no international standards so any attempt at comparing IQs internationally is ridiculous. Given how standard deviations work, 6.4% of the world's population should have an IQ below 80 and 4.1% below 70. A brief glance of that map shows that India is rated below 80 and it's over 17% of the world's population all by itself. Couple that with most of Africa and the Middle east also being rolled into the sub-moron category and it's deeply apparent whatever calibration method they used is horribly flawed, either somehow the standard deviation is way off... which means the test isn't calibrated right, or most of the world's population is below 100... which means the test isn't calibrated right since a base assumption of IQ tests is that the average must be exactly 100.

- What region? Pakistan is an Islamic republic, Turkmenistan is a totalitarian state, Iran is also still an Islamic Republic. Afghanistan was decently doing before becoming a republic and started to going downhill before that. Saudi Arabia, UAE and Bahrein and Kuwait, despite being totalitarian salafist monarchies, they are stable unlike republics such as Egypt and Syria (although this one because of NATO-Israeli interference).
