Neo-Realist answer: The USA can not tolerate a near-peer competitor, neither if it is a single country, nor if it is an effective group of countries.It would be an ideological and geo-political anathema.

Military-Industrial complex/deep state answer: We need to sell more weapons and justify our paychecks.We also need to help out our buddies in the Gulf and in the US energy industry.

Biden is a slimebag answer: I need a convenient distraction because I have shat up the economy, also Hunter said I get 10%.

Ideological answer: Darned Russkies hate freedom, we must kill em all and protect our precious bodily fluids.

The true answer would probably be a mix of all of the above.

A Germany with access to lots of cheap energy and good relations with Russia is just one moe potential peer-competitor, it would also strengthen the EU and undermine NATO.

The USA - maybe not, I doubt they will be able to fill all teh demand, but the Persian Gulf totalitarian monarchies are a different story entirely.

It started with the most recent phonecall with Biden, since then he made multiple statements on how USA is overreacting.

Ukraine wants to join the NATO, but until it is a member it doesn't want to get into fight with Russia, while State Department seems very eager to throw them into the bear maws to get excuse for sanctions.

Germany by itself isn't a near peer competitor to the USA unless perhaps you're focused on a specific industry. The EU would hypothetically be a peer competitor but it's far too feckless an entity for the USA to bother playing these games when they are on such (relatively) good terms and the USA could be spending its energy on undermining China or whoever else.
