According to what i read,they are moderate precisely becouse they never cared much about Koran,and they do not started caring now.They are as muslim as,let say,current germans or french are christians.

Yeah, in Kazakhstan, AFAIK, you're generally pretty safe if you stay out of politics. And I like what the country has made for itself over the 30+ years of its independence.
