Paying money is actually a broadly used mechanism of verification. It is even better than E-mail and the like IMHO.

You probably would have been able to get a job with a small-town rural paper and be a well-respected member of the community.
Your days would likely include breakfast at the local diner in the morning, drinks at the local bar during happy hour, and chit-chatting with people after church services.
The pay won't be great and practically nothing you report will be national news but telling everyone stuff like "Grandma Annie died last night, tomorrow's bake sale is canceled, and the funeral is on Saturday" or "Jim Bob's son Billy just bought a snowplow" are things the locals will appreciate.

Sounds plausible, if it was still the 90s.
I think that most local newspapers basically died out and/or were replaced by facebook groups, blogs and other such stuff.
Just more of the perils of over-centralization, IMHO.
