Yes, Instagram is still under the ownership of Facebook/META. Mr. Musk would have to raise even more money by using additional Tesla shares as collateral for a purchase like that. And considering how Facebook/META has a market cap of 544.18 billion dollars, Mr. Musk would have to sell his Tesla shares at a serious number for a purchase like that.
EDIT: Also, considering how this video does not provide a single source and has made outlandish claims prior. It is false information meant to act as hype for Mr. Musk’s fans. For example, one of the videos on the channel claims that Mr. Musk banned Bill Gates from Twitter. That has not happen at all as Bill Gates account is still up on Twitter.

A Weeaboo is basically a white person/westerner who is obsessed with Japan (or at least Japanese things) as they know it through anime/manga/games/etc. which is to say they tend to think they know a lot about Japan and Japanese culture but probably have a warped view of it. Weeb is just short for that.
