Yes, it does appear he was actually in Ukraine at some point, particularly if the accusations around the non-profit are true; he was there built on a foundation of lies about his service, as part of Malcolm Nance's crew/entourage.

Even Nance himself has said Vasquez has issues he needs to deal with, despite his good intentions.
