Free trade can only be free under the same set of rules and regulations, and besides things like the EU, yet even in such there are many holes, it generally doesn't happen between completely separate markets that run under very different rules.
In such case it's not free trade, it's managed trade, and whoever manages the rules and differences between them decides whose benefit it will be skewed towards.
