Unfortunate circumstances which leads to his unfortunate stance on guns aside, he isn’t quite old enough. Even in the ancient world, a person in their early twenties was essentially a baby in the political arena. There’s a reason the Romans wouldn’t let anyone under the age of thirty run for minor administrative posts, let alone the Senate.
It has a reason, to drive up sales of alcohol tobacco and firearms.

So, at first this seemed really awful thing to do to the vets.
But then something dawned on me.
If a vet goes to the govt, and asks the govt to manage his finances for him. because he is too mentally incompetent to manage his own financies, and too mentally incompetent to realize the govt is evil...
Then he must be very very senile.
