It was just a lame addition that was probably demanded by EA to make it more in line with more typical shooters.
It was funny because I remember playing through the first game, thinking to myself how awesome it was that I didn't have to go around collecting more ammo after every shoot-out like you do in most shooters, only to end up doing that in ME2 right out of the gate. And then they made fun of people complaining about the change in ME3. Whatever, first ME is best ME.
