There are 113,114 DoJ employees, of which 35,000 are FBI personnel or 30%. Even being generous and assuming all 1% of those who did not donate to Clinton are in the FBI, that still means at least 70-80% of the FBI did. As for whether or not their agents are doing their jobs,
White Collar crime enforcement is at an all time low while
their Anti-Child Porn efforts are much the same; if they are doing their jobs, then the evidence shows they are insanely incompetent at it at best. If Christopher Wray can go before Congress and say White Nationalists are the threat
while cities are burning and 19 have died as of June, then there is clearly something institutionally wrong in their priorities because they're neither responding to the issue at hand nor their stated jobs.
As for the other agencies, DEA funding is $3.1 Billion and U.S. Marshall are $2.8 Billion; the FBI got $8.9 Billion in FY 2019. If the concern is the resources of the two aforementioned agencies, giving them the FBI's funding would increase their budgets combined by almost two times their current amount of funding. This would enable them the resources and hiring capacity to preform their expanded jobs.
