Because at the end of the day, it's nothing more then a "lowest bidder" race based equivalent of a sexual harassment seminar that bureaucrats hired someone to put together so they could check a box on a form and the politicians in charge can say they are totally doing things about it.
The grand total of attention anyone involved is likely to pay to this, is that it's a break they can use to play app games on their phones or answer emails.
