The faces look South East Asian to me. Lettering on uniforms - Latin alphabet. Rank distinctions give off American vibes to me.
Could this be Filipino heavy cavalry?
 
Got an answer on another forum - Brazilian State Police, from the state near the mouth of the Amazon.
Supposedly the buffalo are cuddly and friendly. The troopers are more approachable than when sitting in a car - everybody wants to give the mounts a scratch "who's a good warox, who is? YOU are ... "

And apparently the main reason they ride buffaloes instead of horses is due to much of the area they patrol being often flooded and horses don't do well when standing in water for long, getting abscesses on lower legs that can kill them, while water buffaloes are unaffected.
Yup, most of Marajó Island is flooded about half of the year, and buffaloes are the only cattle that thrives there.
 


Outliers are not the norm for Zebras.

You reckon the OG horsies were friendly? Even today they'll kick your brains out by accident if you startle them.

Only way to domesticate an animal is intensive selection of breeding and training, the reasons Zebras haven't been domesticated is that nobody has tried hard enough. I mean for christ sake Russia domesticated Foxes.

Zebras were in ancient Egypt and Ethiopia along side wild horses and wild asses. Yet they didn't pursue the Zebra like they did the other 2. That should give you a clue right there

All that means is they did the right choice and went for the easier alternatives. If you can ride something without it immediately trying to kill you, you can domesticate it. It's just a matter of time, blood, and sweat.

Show me the Domesticated Zebra mounts used today in the same way as horses and asses. Yeah one offs are not gonna cut it.
