Government is an extortion racket best described as the most powerful mob. Recently, they've unilaterally downgraded the 'protection' they gave. Remember, you aren't a customer of the government, you are a revenue sponge to be squeezed for cash.
Rousseau was trying to replace God and chose The State. That's why in his writings he says that any action of The State is Just and any disagreement is Evil. Social Contract is basically the "why should we pray?" part of Catholicism but translated to the worship of The State.
A protection racket either needs to be so powerful that the locals have no choice but to pay (such as a tributary state) or actually willing to do some protecting. If they demand but do not provide, then the source of cash will look for a different source of violence to replace them. This analogy works as well for organized crime as they do for states. It's pretty much the same system that goes back to knights and peasants, where the peasantry deferred to the protection of a professional martial class in return for supporting their livelihood so that they could afford to train full time.
