You're conflating very different use-cases of the word "rational" here. Rationalism is the epistemological position that pure reasoning is the source of knowledge and thus will generate accurate information without need for observation. What you refer to as "complete rationality" being necessary for empiricism to work does not change the source of knowledge, merely being a framework to correlate numerous observations into broader theories.

Both Rationalism and Empiricism are degenerative in the absolute case, but modernity is built on going very far into the latter.
