Most of the excess Nitrogen coming from farms is the result of the ammonium nitrate in the fertilizers used to make the farmland more productive. Without those fertilizers we would need a lot more farmland and farmhands to feed everyone.
Ammonium nitrate (NH4NO3) is the explosive salt which forms when Ammonia (NH3) and Nitric Acid (HNO3) say "hi" under certain controlled conditions. Those two things are looking for an excuse to do this:
NH3 + HNO3 -> N2 + 2H2O + 0.5O2 + "lots of BOOM! and fire"

This is wrong and can kill a lot of people when they interfer with things they do not understand.
Nitrate runoff is a real problem. It can cause some serious downstream issues (like toxic algae blooms). But like so many greens, no-one appears to be asking why there's all the runoff.
The real issue is that it is cheaper to over-apply basic fertilizers that produce nitrate runoff than ones that don't. Because ones that do fixate to the soil better and don't produce the runoff do exist, but they're more expensive to the point that it's cheaper to use the basic stuff in excess.
And I highly suspect that this is largely driven by monocrop factory farming. Which isn't that great for the environment or us.
