There's that small country called Russia that has a massive economic, military and strategic stake in Syria and its regime that they won't give up (Syria not only being their foothold in the ME but also being their only military port in the Mediterranean). A Biden admin agressively pursuing its goals (whatever the fuck those might be beats me) in Syria will sooner or later run afoul of them.

Not so sure if Biden's approval ratings will hold up once people realize he's dragging them into a shooting war with a Russian expeditionary corps. You know, a war where there's a good chance that Americans will actually die in significant numbers. And what terrorists? By all accounts ISIS by now has been reduced to a mere nuisance, one that probably would have ended where it not for outer powers like Turkey constantly meddling in the conflict and offering them buffer zones.

ISIS mostly just moved to East Asia, because it's easier to hide in the jungle than in the desert.

Edit: It's why you had those ISIS cells causing problems in Indonesia and the Philippines a couple years back. Just about the same time ISIS seemed to be 'defeated' in Syria and Iraq.

It could be one of those things where you can't really refuse, you can only get retribution later. Like if a cop is wrongfully arresting you. But I don't know the specific answer in this case.

Looks like the backup plan to try to backdoor incentives/penalties to try to get businesses to increase wages to at least $15/hr without actually legally mandating it has failed due to complexity, time constraints, and possibly even the recognition that it was a terrible, desperate plan.

As a point of context, the Senate Parliamentarian is a politically neutral advisor to the Senate on matters of formal parliamentary policy, as demonstrated by the fact that the same person has held this office since 2012 despite multiple changes in who holds the Senate majority. The Senate is free to ignore the advice of the Parliamentarian at any point and the Senate Majority Leader can fire them at a whim, but the former hasn't been done since 1975 and the latter hasn't been done ever.
